Do you get at-seat service for dishes and beverages in 1st Class if there is no Bistro/Restaurant?

Hello,Pardon my misunderstanding but if I am seated in 1st Class on an IR15 route, Genève-Aéroport - Luzern, do you have an option for dishes and beverages? It is listed under 1st class but I don't believe this service has a Bistro or Restaurant on board. Any help would be appreciated, thanks.
